- Good education background or proven business experience
- Substantial investment in a business you own or co-own in Hong Kong
- Business plan showing contribution to the economy (jobs for locals, innovation, capital)
- Startup stream: participation in a government-supported program such as Cyberport, HKSTP, InvestHK’s StartmeupHK ecosystem
- No security objection or serious criminal record
